Minutes of the Troy Township Board Meeting

Monday, June 15, 2026

7:00 p.m.

A meeting of the Troy Township Board of Trustees was held at the Troy Township Community Center, 25448 Seil Road, Shorewood, Illinois.

Call to Order

Supervisor Baltz called the meeting to order at 7:00 p.m.

The Pledge of Allegiance was led by Township Assessor, Nick Surges.

Supervisor Baltz opened the meeting for the introduction of guests and citizen comments.

After asking for a third time, and hearing none, Supv. Baltz closed the meeting to guest and citizen comments.

Approval of Minutes:

Supervisor Baltz presented the minutes from the May 18, 2026, Regular Board Meeting for approval. No further discussion or items were presented, and a motion was made by Trustee Greenwood; seconded by Trustee Nudera to approve the minutes from the May 18, 2026, Regular Board Meeting as presented.

TREASURER’S REPORT:

The Treasurer’s Report for the month ending May 31, 2026, was placed on file by Supervisor Baltz. A motion was made by Trustee Kopman; seconded by Trustee Wheeler to accept the Treasurer’s Report for the month ending May 31, 2026, as presented.

CORRESPONDENCE:

Supervisor Baltz shared the following correspondence with the Board:

Thank you note from St. Peter Lutheran Church on behalf of the Family of Mary Ann Gorog, employee Dan Gorog’s mother who had recently passed. Dan is the Building Maint. Coordinator.

TOI and NATaT Progress Letter - 99% of Illinois townships are members of TOI. This equates to 1,419 of 1,425 Townships participating and demonstrates Statewide support of the organization.

IL Municipal League (IML) June 2026 periodicals.

REPORTS OF TRUSTEES / COMMITTEES:

TRUSTEE JOHNNIE GREENWOOD – No report.

TRUSTEE BRYAN W. KOPMAN – Extended a Happy Belated Flag Day and a Happy July 4th & 250th Anniversary Celebration. References for upcoming Finance Committee Meeting on June 22, 2026 at 5:00pm to discuss establishing a Fund Balance Policy for Troy Township. Briefly touched upon the 250th Birthday Proclamation to be acted upon under “New Business”.

Trustee JERRY NUDERA – No formal report but extended best wishes for July 4th & 250th Anniversary.

TRUSTEE BRETT WHEELER – No report.

HIGHWAY DEPARTMENT REPORT:

Clerk Ryan presented the following on behalf of Hghwy. Comm. Ward:

The engineered prints for the next phase of the Ron Lee Subdivision Storm Sewer Project are complete, and it will move forward.

Shepley Rd. Bridge Project - Willett-Hoffman is still needing to find “wet-land” property to trade.

Daily/Routine work has been suspended so that crews can focus on “storm clean-up” of trees, limbs, etc.

ASSESSOR’S REPORT:

Assessor Nick Surges presented the following:

Our Summer Intern, through Will County C.E.D., has been doing a great job thus far.

The Assessment Books for Township Assessors in Will County closed on June 12th. New construction, neighborhood sales studies, and corrected/revised assessments were completed. The Assessment Books in a digital version, were submitted to the Will Cty. Supv. of Assessments.

Additional “new construction” assessments can be accounted for through September.

First installments of property tax bills were due on June 1st.

Since the previous Board Mtg., exemption applications and tax bill inquiries have decreased. Staff continue to assist with applications, questions on assessments and the role of the Twp. Assessor in the property tax cycle and tax bills.

Township Clerk Report:

Clerk Ryan had no report.

TOWNSHIP COLLECTOR’S REPORT:

Collector Damiani (absent)

SUPERVISOR’S REPORT:

Supervisor Baltz reported on the following:

Reflected on the timing and extent of recent storms that brought Staff to follow procedures to safely shelter within the building. This also triggered inquiries from major Chicago news outlets about damage to Troy Township, but the sources nor the story were confirmed.

ADMINISTRATOR’S Report:

Administrator Dylik reported on the following:

Presented the Township Services report for this past month.

Finance Committee meeting on Monday, June 22, 2026, at 5 p.m. to review the proposed fund balance policy and examples emailed out earlier today.

Fall Newsletter articles are to be submitted to Cindy S. by June 25th.

June 20th at 6:15pm is set for an updated elected official’s photo.

Metro Twp. Symposium in Oak Brook on Tuesday, September 29th from 2 -8pm. It includes networking opportunities, educational sessions, and a keynote speaker address/dinner.

TOI Annual Conference in Springfield will be held Monday, November 9th to Wednesday, November 11th. Collector Damiani, Cindy Stassell, and Dylik are registered to attend.

The Township will host a GAP (General Assistance Provider) meeting on June 16th. The group was started by Troy Township 15 years ago and brings together local GA and social service providers for networking and educational opportunities.

The Will County CED Summer Intern, Esha, is going a great job. She is getting experience helping residents at the front desk, answering calls, and assisting with running the Wed./Fri. senior program.

To date, the Township and Road District have received just under 50% of the expected General Property Tax revenue.

OLD BUSINESS:

Supervisor Baltz asked for any old business. After asking a third time, and hearing none, Baltz closed the meeting for old business.

NEW BUSINESS:

Approve Proclamation Recognizing the 250th Birthday of the United States of America. Motion made by Trustee Kopman; seconded by Trustee Nudera to approve the Proclamation Recognizing the 250th Birthday of the United States of America.

APPROVAL of BILLS:

Supervisor Baltz submitted the following bills for approval:

Motion made by Trustee Wheeler; seconded by Trustee Greenwood to accept the TOWN FUND & ASSESSOR’S BILLS for June 15, 2026, as presented totaling $20,245.45. After review, no other questions were presented.

No TOWN CAPITAL PROJECTS FUND BILLS were presented for June 15, 2026.

Motion made by Trustee Kopman; seconded by Trustee Greenwood to accept the GENERAL ASSISTANCE BILLS for June 15, 2026, as presented totaling $2,831.85. After review, no other questions were presented.

Motion made by Trustee Nudera; seconded by Trustee Wheeler to accept the ROAD AND BRIDGE BILLS for June 15, 2026, as presented totaling $48,632.99. After review, no other questions were presented.

APPROVAL of THRIVEWORKS Expenditures

Motion made by Trustee Kopman; seconded by Trustee Wheeler to accept the THRIVEWORKS expenditures for June 15, 2026, as presented totaling $554.17. After review, Trustee Kopman inquired about the 2025 invoices figured into the totals. Admin. Dylik confirmed there were known billing issues that were being corrected and were expected on this invoice. No other questions were presented.
