TABLE OF CONTENTS

INTRODUCTION

Troy Township Highway Department (Township) developed this Stormwater Management Program Plan (SMPP). The purpose of the SMPP is to meet or exceed the minimum standards required by the United States Environmental Protection Agency (USEPA) under the National Pollutant Discharge Elimination System (NPDES) Phase II program. Federal regulations through the USEPA require that all Municipal Separate Storm Sewer Systems (MS4s), partially or fully in urbanized areas based on the 2020 census, obtain storm water permits for their discharges into receiving waters. Illinois Environmental Protection Agency (IEPA) has issued a new version of its MS4 Permit. The new version of the permit became effective on August 1, 2025. According to the new permit, MS4s have 180 days from the effective date of the permit to comply with any changes or new provisions contained in the permit. This document describes the pollution prevention practices that comprise the Troy Township Highway Department's stormwater management program. Note that this SMPP applies to the Township Road areas (right-of-way, pavement and roadside ditches). There are areas within the Township that the following municipalities have annexed: Shorewood, Joliet, Channahon, Rockdale, and Crest Hill. The areas annexed by the adjacent municipalities will be under the authority of those communities and their own Stormwater Management Program Plans. Only the unincorporated areas of the Township will be under the authority of this SMPP.

1. PUBLIC EDUCATION AND OUTREACH ON STORM WATER IMPACTS

• Newsletter - The Township will include educational articles in the Troy Township semi-annual newsletters regarding the impacts of storm water discharges on water bodies; the steps that the public can take to reduce pollutants in storm water runoff; the hazards associated with illegal discharges and improper disposal of waste; potential impacts and effects on storm water discharge due to climate change; storage and disposal of fuels, oils, and similar materials used in operation of or leaking from vehicles and other equipment; use of soaps, solvents, or detergents used in the outdoor washing of vehicles, furniture, and other property, paint and related décor; lawn and garden care; winter de-icing material storage and use; green infrastructure; and information on the benefits and costs of such strategies along with guidance on how to implement the strategies. The Township will also work with the Will County Stormwater Management Planning Committee (WCSMPC), Will-South Cook Soil and Water Conservation District (WSCSWCD)Will County Green, IEPA, and USEPA to contribute articles on similar topics. The Township website will post a link to all semi-annual newsletters. Troy Township will mail hard copies of the semi-annual newsletter to all residential home properties located in the Township and will be available at the Troy Township Local Government Office in Shorewood, Illinois.
• Public Service Announcement - The Township website will provide links to the following organization websites or contact information so that public meeting schedules and locations will be available to Township residents: WCSMPC, WSCDWCD, Lower Des Plaines River Ecosystem Partnership, DuPage River Salt Creek Workgroup, and Lower DuPage River Watershed Coalition.
• Website - The Township will provide links to WCSMPC and Will County Green on their website and provide brochures at the Troy Township Local Government Office.
• Agricultural Community Outreach - The Township will be a resource for agricultural property owners within the Township. The Township will provide to agricultural property owners access information for the agencies listed above. The following issues affecting agricultural property owners may be addressed by contacting the listed agencies: management of animal manures to minimize losses to surface water and ground water; reducing soil erosion and nutrient loss by using appropriate conservation practice systems and other applicable best management practices; using planned grazing systems on pasture and rangeland; disposing of pesticides, containers, and tank rinsate in an approved manner; and working with conservation partners locally including WSCDWCD to understand local strategies.

2. PUBLIC INVOLVEMENT AND PARTICIPATION

• Public Service Announcement - All public involvement and participation meetings hosted by the Township will comply with State public notice requirements.
• Will County Stormwater Management Planning Committee (WCSMPC) Meetings - The Township will provide links to the Will County Stormwater Management Planning Committee (WCSMPC) so that interested parties will be aware of meetings schedules and locations. The WCSMPC schedules nine meeting times a year. The Township will encourage stakeholders to attend the meetings by utilizing the WCSMPC web page.
• DuPage River Salt Creek Workgroup - The Township will provide links to the DuPage River Salt Creek Workgroup so that interested parties may participate and comment in the DuPage River Salt Creek Workgroup meetings.
• Lower DuPage River Watershed Coalition - The Township will provide links to the Lower DuPage River Watershed Coalition so that interested parties may participate and comment in Lower DuPage River Watershed Coalition meetings.
• Lower Des Plaines River Ecosystem Partnership - The Township will provide links to the Lower Des Plaines River Ecosystem Partnership so that interested parties may utilize the Lower Des Plaines River Watershed Plan.
• Environmental Justice - The Township will provide links to the web sites noted above so that interested parties may utilize the environmental justice areas within the watershed planning jurisdictions. Articles included in the Township newsletter will alert Township residents of the agencies to encourage efforts regarding public involvement and participation.

3. ILLICIT DISCHARGE DETECTION AND ELIMINATION

• Storm Sewer System Map - The Township is developing a road network drainage system map to trace suspicious discharges to their source. The Township will update the map when modifications of the road network drainage system occur due to work conducted by a Township project or by a private development. The Township conducts dry weather screening of its road network drainage system and is in the process of conducting an outfall inventory of the road network drainage system.
• Resident Reporting - Residents can report instances of pollution or suspected pollution by contacting the Township Highway Department at (815) 828-5275. The Township will log all reported illicit discharges on Indirect Illicit Discharge Tracking Journal. The reporting phone number will be available on the Township website and available newsletters at the Troy Township Local Government Office.
• Detection - Township staff inspects the road network drainage system for evidence of illicit discharges while performing routine operation and maintenance activities. The Township provides Illicit Discharge Detection and Elimination Training to Township staff and provides a Tracing and Tracking Standard Operating Procedure. The Township will log detected illicit discharges on a Township Indirect Illicit Discharge Tracking Journal.
• Source Removal - The Township's response to illicit discharges depends on the source of the discharge into the road network drainage system. In most cases, the Township will notify property owners of the need to eliminate an illicit discharge. In the case of emergency spills or incidents of hazardous material dumping, the local Fire Protection District would respond.
• Prioritization Plan - The Township will review the previous year's Township Indirect Illicit Discharge Tracking Journal and establish a prioritization plan for inspection of outfalls, placing priority on outfalls with the greatest potential for non-storm water discharges.

4. CONSTRUCTION SITE STORM WATER RUNOFF CONTROL

• National Pollutant Discharge Elimination System (NPDES) - All construction sites that are required to file for coverage under the NPDES, general or individual permits, shall have a Storm Water Pollution Prevention Plan (SWPPP) that meets the requirements of the current NPDES Permit No. ILR10, including management practices, controls, and other provisions at least as protective as the requirements contained in the latest version of the Illinois Urban Manual. Will County Land Use Department in conjunction with the Township as part the approval process for the development will review and approve SWPPP plans submitted by developers. The County and/or Township performs periodic inspection of construction sites to assess the effectiveness of any sediment and erosion control measures selected to control the quality of storm water discharges from the construction sites. They will promptly address insufficient erosion and sediment control measures.
• Site Plan Review - The Will County Land Use Department reviews site plans in the Township areas that are not within municipal boundaries. The Department reviews the Stormwater Pollution Prevention Plan and Erosion Control Plans to ensure water quality and erosion are consistent with pre-construction conditions. The Will County Land Use Department coordinates with the Township on their review of roadway access and drainage outfalls into Township roadway drainage ditches.
• Inspection - The Will County Land Use Department will inspect for compliance, construction of site development projects requiring soil erosion prevention measures and permits.

5. POST-CONSTRUCTION STORM WATER MANAGEMENT IN NEW DEVELOPMENT AND REDEVELOPMENT IN UNINCORPORATED AREAS OF THE TOWNSHIP

• Inventory - The Township is conducting an inventory of residential, commercial, and industrial sites that have on-site detention basins. It is the Township's goal to perform periodic inspections for proper maintenance and operation for commercial and industrial sites and create a maintenance program to provide annual detention pond inspection and maintenance for residential sites.
• Site Plan Review - The Township reviews site plans of new private development and redevelopment sites to ensure water quality are consistent or better than pre-construction conditions.
• Public Construction - The Township will develop and implement projects that minimize the volume of storm water runoff and pollutants from public construction projects using BMPs.

6. POLLUTION PREVENTION AND GOOD HOUSEKEEPING FOR TOWNSHIP OPERATIONS

• Employee Training - The Township will ensure that training is available for the Highway Department staff on topics such as: material storage, hazardous wastes, illicit discharges, equipment cleaning, vehicle maintenance, street maintenance, and lawn and landscape care.
• Street Sweeping - The Township has a street sweeping program to ensure the safe storage of street sweepings in bins at the Highway Department facility until removal by a licensed waste hauler.
• Inspection and Maintenance - When weather permits, the Township has a crew that cleans storm sewer piping and removes debris from manholes, catch basins, and inlets.
• Material Storage - The Township ensures that the Highway Department will store Flammable materials in indoor fire-resistant cabinets and that they store road salt in a permanent covered structure. The Highway Department will store other municipal operations materials such as rock under temporary tarped cover. Staff will store these materials temporarily on site and they will use the materials during the construction season. Staff will clean the temporary storage locations regularly during the construction season and at the end of the construction season for winter shut down.
• Landscaping - Trained and licensed applicators apply pesticides and herbicides to Township property.
• Fleet Maintenance and Cleaning - The Highway Department Maintenance will clean equipment at the Highway Department facility. Staff will treat vehicle washing liquids prior to discharge. Staff will store waste oil in a tank, and they will recycle waste oil. Staff will store antifreeze until removal by a licensed waste hauler. Staff will store batteries and tires and will take them to a local collection vendor.

MONITORING, RECORD KEEPING, AND REPORTING

• Documentation - Highway Department staff will document training, inspections, illicit discharges, and assessments and they will store the documents at the Troy Township Highway Department Office.
• Notice of Intent - The term of the Township's General Permit from the IEPA is five years. At the end of each permit term, the Township submits a Notice of Intent to comply with the conditions of the General Permit to the IEPA. This Notice of Intent describes the practices the Township intends to implement to meet the conditions of the General Permit.
• Annual Report - Each year the Township submits a report to the IEPA documenting its status of compliance with the conditions of the General Permit. The report will include an annual evaluation of public education and outreach BMPs, public involvement and participation BMPs, illicit discharge detection and elimination BMPs, construction site storm water control BMPs, post-construction storm water management BMPs, pollution prevention and good housekeeping for municipal operations, and measurable goals.
