Minutes of the Troy Township Board Meeting

A meeting of the Troy Township Board of Trustees was held at the Troy Township Community Center, 25448 Seil Road, Shorewood, Illinois.
Deputy Supervisor Kopman called the meeting to order at 7:00 p.m.
The Pledge of Allegiance was led by Nancy Baltz.

Approval of Minutes
Deputy Supv. Kopman presented the minutes from July 20, 2026, Regular Board Meeting for approval. No further discussion or items were presented, and a motion was made by Trustee Wheeler; seconded by Trustee Greenwood to approve the minutes from July 20, 2026, Regular Board Meeting as presented.

Treasurer's Report
The Treasurer's Report for the month ending July 31, 2026, was placed on file by Deputy Supv. Kopman. A motion was made by Trustee Nudera; seconded by Trustee Wheeler to accept the Treasurer's Report for the month ending July 31, 2026, as presented.

Correspondence
Deputy Supv. Kopman shared the following correspondence with the Board:
- Thank you note from the Baltz Family for flowers in the memory of Joseph Baltz.
- E-mail from John Theobold expressing his condolences to the Baltz Family.
- Doug Burnett of Willet Hoffman updating the progress on the Shepley Road Bridge Project.
- Clarke Mosquito monthly report.
- Will County Center for Community Concerns 2025 Report.
- IL Municipal League (IML) August 2026 periodicals.
Reports of Trustees / Committees
Trustee Johnnie Greenwood – No report. Wished everyone well with the upcoming holiday.
Deputy Supervisor/Trustee Bryan W. Kopman – No report.
Trustee Jerry Nudera – No report. Wished everyone a Happy Labor Day.
Trustee Brett Wheeler – No report.
Highway Department Report
Highway Comm. Ward presented the following:
- He and his staff have been busy with storm clean up.
- On August 18, 2026, he and his staff will be assisting Crete Township with their storm clean up.
- The State/CMS did not bid out for salt. They will be conducting an emergency bid, and he expects the prices to be high. He put in a request for 200 tons of salt through the State, 200 tons through Midwest Salt at $134.00 per ton and will receive 200 tons from Shorewood for salt loaned to them last year. In addition, he has 700 tons of salt. He hopes this will be enough for the 2025-2026 winter season.
Assessor's Report
Assessor Nick Surges presented the following:
- 2026 Assessment appeals began August 12, 2026. Deadline for appeal is September 14, 2026. Troy Township residents with questions should contact the Assessor's Office.
- The Troy Township Web Site has been updated. Homeowners may search for their property by PIN or by address.
- Will County Supervisor of Assessment has calculated the multiplier at 1.0395%. Most Troy Township properties saw an increase of 3.95% or less for 2026.
- He and his deputy attended the Annual Will County Board of Review. They received updated rules and policies.
- 2025-2026 Exemption applications continue.
- CED Intern Zariah Gamble completed her summer internship.

Collector Damiani – No report.
Administrator's Report
Administrator Dylik reported on the following:
- Presented the Township Services report for this past month (July 2026).
- Thanked all those who helped with the Shorewood Crossroads Parade.
- Discussed Employee Appreciation Day and thanked her staff and the elected officials for their help.
- Metro Township Symposium on September 29, 2026.
- TOI Annual Conference in Springfield will be held Monday, November 9th to Wednesday, November 11th. There is still time to register.

Closed Session
Motion was made by Trustee Kopman, seconded by Trustee Wheeler to enter into closed session pursuant to 5 ILCS 120/5 (c) (11) to discuss litigation.

Announcements
Supervisor Ryan presented the following announcements:
- The Troy Township Offices, Community Center and Highway department will be closed on Monday, September 7, 2026 in observance of Labor Day.
- Next Regular Board Meeting – Monday, September 21, 2026, 7:00 p.m.
