Troy Township Mourns the Passing of Supervisor Joseph D. Baltz

TROY TOWNSHIP, SHOREWOOD, IL – It is with profound sadness that the Troy Township Board of Trustees announces the passing of Township Supervisor Joseph D. Baltz, a lifelong resident of Troy Township whose nearly five decades of public service helped shape the community into one of the most respected and innovative townships in Illinois.

Joe Baltz dedicated his life to serving others. First becoming involved in township government in 1977, he served as Township Collector, Trustee, and, beginning in 1984, Township Supervisor—a position he held with unwavering dedication and pride for more than four decades.

Under Joe’s visionary leadership, Troy Township experienced tremendous growth while never losing sight of its commitment to serving residents. He was instrumental in the construction of the Township Office Building in 1985, helped establish the Troy Township Seniors program in 1986, championed the creation of senior and disabled transportation services that evolved into the Central Will Dial-A-Ride program, and led the expansion of the Troy Township Community Center in 2006. His foresight, innovation, and steadfast commitment ensured that Troy Township continually adapted to meet the changing needs of its residents while maintaining the highest standards of public service.

Joe’s roots in the community started at birth, growing up on his family’s farm in what is now Shorewood, Illinois. Although he enjoyed a distinguished 39-year career in banking, serving in leadership roles with numerous financial institutions before retiring from Heartland Bank & Trust in 2016, public service remained his true calling.

His dedication to the community extended far beyond township government. Joe proudly served as a volunteer firefighter with the Troy Fire Protection District for 33 years before later serving as a Trustee. He also devoted countless hours to organizations throughout Will County, including the University of St. Francis, Senior Services Center of Will County, Provena St. Joseph Medical Center Foundation, the Will County Center for Economic Development, the Will County Board, and the Forest Preserve District of Will County, among many others.

Joe’s legacy is not measured simply by the buildings that were constructed or the programs that were created during his tenure, but by the thousands of lives he touched through his compassionate leadership, tireless work ethic, and unwavering belief that local government exists to serve its people.

“Joe Baltz dedicated his life to making Troy Township a better place for generations of residents. His leadership, integrity, and commitment to public service leave an enduring legacy that will continue to benefit our community for years to come,” said Township Clerk Larry Ryan.

Township Administrator Jennifer Dylik added, “He will be deeply missed by his colleagues, friends, and all who had the privilege of knowing him.”

The Troy Township Board of Trustees extends its heartfelt condolences to Joe’s family, friends, and all those whose lives were enriched by his remarkable service.
